The hcwutl32.dll module is described as the Hauppage Video Card Library of Utility Functions. It is included in almost every installation of software applications or device drivers from Hauppauge Computer Works, Inc.
Hauppauge Computer Works, or just Hauppauge for short, is a united States based manufacturer and marketer of electronic video hardware and peripherals for personal computers. Although the company is most widely known for its WinTV line of TV tuner cards / capture cards for personal computers, Hauppauge also manufactures personal video recorders, digital media players, digital video editors, hybrid video recorders and digital television products for both Windows Operating Systems and Apple Macintosh platforms.
Hauppage's foremost software offering is a television tuning and recording software application called WinTV2000, and the WinTV capture card that comes with it. The hcwutl32.dll module is bundled with installations of those products on the user's machine. The functionality and interface of both the hardware and the software has changed very slightly since those products were introduced in 1999. The software WinTV2000 is also distributed with a non-skinned interface that goes with the name WinTV32.
The WinTV2000 / WinTV32 software has other companion applications.
